A site administrator is any user who has permission to administrate Confluence. The 'Administrate Confluence' permission is itself assigned from the Administration Console. Site administrators have complete access to Confluence regardless of any site or space level restrictive permissions. All members of the group, 'confluence-administrators' are by default, site administrators. All site adminstrative functions are performed from the Administration Console.
