Description

Create a tab panel which scans the fields in this issue and other issues (presumably using some Lucene trickery) to somehow determine if there are any related issues.

Also, create a post workflow function that does a fuzzy Lucene search to suggest duplicates. Could also extend to search a specificed confluence instance as well.
