Some US-based organisations must comply with US federal legislation Section 508 for their software.

Since Confluence delivers content via a web browser, makes use of keyboard shortcuts and provide the opportunity to embed alternative text for images, it attempts to provide comparable levels of access to disabled users where possible. While Atlassian has never tested Confluence for Section 508 compliance, Confluence has been approved by a large range of US government and commercial organisations. The list of Confluence customers includes the Environmental Protection Agency, Department of Agriculture and Food, FBI and Department of Health and Human Services.
Some Section 508-related issues are currently being tracked via CONF-4094, so feel free to vote towards this issue if these aspects of compliance are an issue for your organisation. You may need to sign up for a free JIRA account first.

"Some US-based organisations must comply" Actually, 100% of all organisations (...Actually, 100% of all organisations (not just companies) in the US, UK and European countries (and probably many other parts of the world) must comply. There are absolutely no exceptions. Countries have different laws and regulations (eg. in the UK it's the Disability Discrimination Act, US it's Section 508, etc) but they all amount to the same thing - you cannot exclude people with disabilities.
Over the years, a vast array of tweaks have been made to Confluence (and also many plugins) to resolve issues reported by clients. There are only a small number of remaining issues and they will be resolved too. Any new issues should be reported in jira.atlassian.com, or the appropriate issue tracker associated with any plugins, and linked to CONF-4094 to tie them all together.
For open source plugins, please bear in mind that they are supplied "as is" and you will usually need to commission a developer (preferably the original author of the plugin) to fix any issues you find. Although people often don't realise, developers also have mortgages and bills to pay.
