Administrators have a great way to explore the available plugins. They can use the Plugin Repository and drill down to find out lots of things, usually including a link to the home page for the plugin.
Unfortunately, ordinary users can't do that. It would be nice to have a read-only interface to the Plugin Repository so that ordinary users can find out about the plugins which are deployed, and also to find out about the ones which are not deployed so that they can request them.
