How do I configure Confluence for public-anonymous access?

There are two different permissions that need to be set to allow anonymous access to a Confluence site. First, the 'Anonymous' user needs the global "Use Confluence" permission, secondly you need to give 'Anonymous' permissions in each space you want to make public.
