I see two options:
* Use dedicated servers (which eg over here are for rent including connectivity starting at 80€)
or
* use virtualization techniques like Xen.
 
Both would prevent the described headaches and using a fine-tuned automagic setup procedure (pushbutton cloneing) will reduce the setup effort to nearly nil. All what remains (which may be significant) is handling of contracts, provisioning and support. You may want to look at an incident / effort based approach - this would redce your risk to loose money on "complicated" customers.
(We have such a contract with the folks that do our PC server crap - I think it's a good deal. If we ask for more -  we pay more - but we also get a value in return. If we don't - we don't pay (except for a basic fee). So in the end it's a mixed model. Infrastructure at a flat rate, everything whch creates work besides keeping the applications available is extra. The only setback is that people may be reluctant to enter a contract because they can not forsee the TCO. In this case offer a fixed price trial.)

FWIW, I would love to be able to offer this at a reasonable cost to the  
average user.  Hence, the reason I wrote "at this time" in the last  
email.
 
So, here is where I see the problems.
 
Confluence and JIRA both need a decent sized heap.  One possibility  
would be to use a beefy server with a shared JVM for 5-10 instances.   
My concern is that application server problems, maintenance, and  
stability now impact multiple customers.  Also, it bothers me that one  
user could hog a majority of the application memory space.
 
Any ideas and/or suggestions?  If we start putting something together,  
perhaps we will give away a few accounts for testing!
