We're planning on making an official announcement some time around the  
1.4 release. Personal licenses will be free[1] 2-user licenses.
 
There are a few mundane marketing/support/etc issues to resolve first -  
Atlassian's infrastructure is geared to selling thousand-dollar-plus  
product, so this sort of thing needs a certain amount of planning.
