Root Cause
The logging info on FishEyeConfigImpl at initial startup logs at "ERROR" level.
Solution
The error message is not a harmful message. The FishEye plugin is looking for the FishEye url on every startup if the plugin is enabled. You can avoid this error message by disabling the plugin. There is an improvement on reduce the logging info on FisyEyeConfigImpl, please see:
Alternatively, you can disable the plugin module via Administration -> System -> Plugins
