Purpose

For JIRA 7, there is JIRA Core license and JIRA Software license. By default, if the JIRA Mode is set as public, any new user will be grant access and licensed to JIRA Software. To change to JIRA Core, please see below.

Solution

1. Go to JIRA Administration > Applications > Application Access

2. Click on Set Default for New User
   
   

3. Choose the intended JIRA Core or JIRA Software.
