If you want your project-leads to be allowed to add/remove users from the groups that makes the user assignable in a given project you used to have to give the project-lead jira-administrator rights.
With this plugin the project-lead will be able to do this without further rights.

For various reasons, we moved our Jira installation (briefly) to another machine. We simply exported/imported our data, and everything went fine.
However, the assignable admin panel didn't work. The 'action' tag for the form used to submit newly assigned users was set at the Url for the machine the plugin was first installed on.
Very strange!

However, I got it working last night. Not sure why this fixed it, but I did a "clean" install of Jira (hoovered out orions application-deployment directory, unpacked 3.6.4 from the zip file, added our customisations and plugins, build.sh ear, start orion)
I'm going to put this one down to me doing too much tinkering...
