Status 409: {"message":"cannot join network of a non running container: <container id>"} 

Cause

The Bitbucket Self-hosted Linux Docker runner image is not supported on the ARM64 architecture machine

Solution

When creating the Runners instance, select the Linux Docker Arm64 image.
