Summary
After upgrading Bitbucket or installing on Windows, Bitbucket is unable to startup.

The user running Bitbucket (atlbitbucket by default) does not have the correct permissions to start the Bitbucket app.
Solution
- Navigate to the Bitbucket installation directory (in the above stacktrace, that would be C:\Atlassian\Bitbucket\7.11.1).
- Right-click on the directory and click "Properties."
- Click on the "Security" tab.
- Click "Advanced" and then "Change Permission."
- Find the user that is running Bitbucket and ensure that user has "Full Control"
- Ensure all subdirectories share the same "Full Control" level of permissions.
- Restart Bitbucket.
