Missing users on mention list

Summary
Missing users on the user mention list when using @ mention on Jira issues.
Diagnosis
There are currently two settings that impact the user mention list.
- Global Permission - Browser users and groups:
- This allows for the user to have the entire instance's users available on the user mention list.
- Project Permission - Browse Projects:
- This allows the user mention list to browse for other users with the Browse Project permission on the SAME project.
- It will also allow for users that are set to (Reporter, Assignee, Approvers, Custom User Field, Custom Multi User Field, and Custom People Fields) to show up on the user mention list.
If a user does not have either of the permissions, the user mention list will return empty.
Cause
There was a new update that provided this functionality to have Project specific user search. You can read more about why we made this update on our Community Blog.
Solution
Provide the correct Permissions to your users depending on your use case:
- If they require organization wide user search:
- Global Permission - Browser users and groups.
- If they require Project wide user search:
- Project Permission - Browse Projects.
Currently there is no option to allow users to browse projects and to block them from being able to mention other users.
