Procedure

Confluence can be used for change management. It provides the ability to migrate from paper-based content creation to a wiki-style web based content management solution. With Confluence, your end users can create pages and blogs for collaboration and share information.  All changes are tracked in the page history. 

However, if more structured change management process is required we typically recommend JIRA Service Desk. It has highly configurable workflows so you can map your complete change management process within JIRA.

JIRA Service Desk used for CMDB acknowledges the change and recognizes the linked system(s) as informed sub-tasks. There is an add-on that is particularly useful for this task known as Insight for JIRA.
