Can I share Confluence files to a non-Confluence user?

Answer
A user is defined as a unique, named account that has been granted access to Confluence. A named account will count against license totals.
Anonymous users (i.e. public access) may also be granted access and does not count against license totals.

If you enable anonymous access to your Confluence instance or a Confluence space, meaning public access has been granted, anyone (i.e. non-licensed Confluence users) will be able to view your Confluence pages and any attached files.

If you don't want to enable anonymous access to your Confluence instance or a Confluence space, you'd need to create named accounts for anyone you would like to be able to view your Confluence pages and any attached files.
For Confluence Server, third-party apps such as Comala Share It can be used to share read-only Confluence pages to non-licensed users without requiring anonymous access to be enabled.
