How can I manage application access in Atlassian Cloud?

Application access settings let you control which people have access to which applications. To manage application access for your users, go to Settings > User management and then, select Application access.

Adding a user to the default Confluence access group 'confluence-users' will allow that user login to Confluence.  Each user in this default access group consumes a license seat.  For other applications access groups see default group membership.

You can also set up default access to multiple applications. For example, if you have JIRA Software and Confluence, you can set up default access for new users such that they are automatically added with access to both applications.
