Pages with page titles containing symbols fail to export to PDF

Problem
When exporting a page to PDF, you receive a "Page not found", 403, 443, or 404 error page.
Cause
Using Symbols "%" or "?" or "+" in the title of a page are illegal characters when converted to PDF. This is a limitation of the PDF export engine.
Resolution
Do not use "%" or "?" or "+" in the title. See CONF-18704 for more information.
