The simplest way to work around the problem is either to import the content in to Confluence itself, or set up a local web server that can host the content using another protocol which won't trigger this error (
Alternatively, you can disable this behavior some browsers.
An Addon is available here that allows you to open local files.
There is a registry setting for Internet Explorer that prevents sites outside the local trusted zone from accessing content within it (such as
file:// URLs). For more details, please review this Microsoft KB article.
If this does not help, please add the Confluence site as a trusted site on IE.
There's now a LocalLinks extension on the Chrome extensions page that will allow you to open local files. It's modeled after the LocalLink add-on for FireFox.

- Install the LocalLinks extension above
- Enter your URLs as 'file://// ....'
Opera also disables linking from web sites to local files, and does not provide a setting to configure this behavior. Consult the Opera documentation for possible workarounds.
