Conflicting total number of users in License Details and in People Directory

Problem

License Details Console shows more total number of users than the people directory.

Cause

The total number of users are incremented once they are added to confluence, specifically if they are added into a group with a 'can use' permission. When adding a user to Confluence internally, the user will be automatically included in the "confluence-users" group. Which has a "can use" permission. Hence they will be automatically added into the total users in the license.

However, when LDAP/JIRA users are imported into confluence, they will not be added automatically to the total number of users in the license. Only LDAP/JIRA users who belong to a group that has a "can use" permission will be added to the total.

Regarding the people directory, Confluence users that are added internally should have their username listed in the Confluence People Directory. In Confluence 2.7 and older, only LDAP users who have logged in AND clicked on their 'preferences' will be added into the People directory.

Resolution

Get your LDAP/JIRA users to log in to Confluence and set their preferences. This might also be related to known issues with the people directory.
