Confluence Fails to Start due to Stopped Oracle's Database Listener

Symptoms

When using Oracle, Confluence fails to start. The following appears in the atlassian-confluence.log:

Caused by: java.sql.SQLRecoverableException: Io exception: The Network Adapter could not establish the connection

Cause

Oracle's database listener is not running.

Resolution
