The Heading 2 underline is removed in a later version of Confluence but you can add it back in by adding some custom CSS.

The code would be something like:

.wiki-content h2 {border-bottom: 1px solid;}

The above is applied under Confluence Admin > Stylesheet. You can also control the thickness, placement, colour, etc as you would normally with CSS.
