This problem is commonly caused by one of the following factors:
A. Corrupted or outdated javascript in the announcement banner
B. An expired or outdated app
Resolution
A. Remove javascript that was appended to the announcement banner
B. If an app is outdated or expired, disabling the plugin will avoid the problem. There is also the option to update the license or update the app
