JIRA Fails to Connect to Database on System Reboot

Symptoms

After performing a system restart, the JIRA server is unable to connect to the database and the following errors are recorded:

2008-03-13 03:02:07,593 Thread-1 ERROR [jira.appconsistency.db.DatabaseConsistencyCheck] There was a SQL exception checking for database driver correctness. Skipping.
org.apache.tomcat.dbcp.dbcp.SQLNestedException: Cannot create PoolableConnectionFactory (Network error IOException: Connection refused: connect)
	at org.apache.tomcat.dbcp.dbcp.BasicDataSource.createDataSource(BasicDataSource.java:855)
	at org.apache.tomcat.dbcp.dbcp.BasicDataSource.getConnection(BasicDataSource.java:540)
	at org.ofbiz.core.entity.transaction.JNDIFactory.getJndiConnection(JNDIFactory.java:212)
	at org.ofbiz.core.entity.transaction.JNDIFactory.getConnection(JNDIFactory.java:140)

Cause

The database server is being hosted on the same machine, and was starting up while JIRA tried to establish the connection with the database.

Resolution

Change the service start-up order, so that database server is started before JIRA service starts up as described in this Microsoft Article.
