User add-ons not showing in manage add-ons

Problem
User installed add-ons is not showing in Add-ons > Manage add-ons
if using Russian Language Pack
Diagnosis
Environment
- Issue happens after upgrading UPM from version 2.17.x to version 2.19.x
Diagnostic Steps
- Language pack is in use
- When disable language pack, the add-ons can be seen
Cause
The language pack might be corrupted due to the updated UPM
Resolution
- Perform a full lock reindex once language pack is enabled
- Delete the existing language pack
- Reinstall the latest language pack accordingly to the version of your JIRA
- Restart the instance
