Summary

Users don't have the option to attach or upload files to Jira issues during the issue creation process.

Ensure Attachments are enabled in Jira

  1. Navigate to gear Settings > System 
  2. Select Attachments
  3. Check if the Attachments configuration is set to ON

Unhide the Attachment field for the field configuration

  1. Navigate to the affected project
  2. Select Project settings
  3. Select Issues > Fields
  4. Edit the relevant field configuration
  5. Unhide the Attachment field

Grant the Create Attachments project permission

  1. Navigate to the affected project
  2. Select Project settings
  3. Select Permissions
  4. Scroll to the Create attachments permission and check which users, project roles, or groups are listed
  5. If necessary, edit the permission scheme and add the necessary users, project roles, or groups
