Symptoms

Some users are able to see the who's looking label on the top but some users are not able to see it.

Cause

The users who unable to see the label is not in the group specified in the plugin configuration(eg. default group will be jira-administrators).

Resolution

1. Go to JIRA Administration > Plugins > Who's Looking
2. Change the group in Who's looking group to the group where those users were belongs to.
3. Save and the user would be able to see the label on top
