Symptoms

After an upgrade to JIRA 4.1 or later, the new Operations Bar in the View Page layout requires an additional click for a workflow action.

Cause

The ability to manage which workflow actions are available is part of the new design to accommodate long transition names in common screen resolutions.

Resolution

This is a configurable option. The most common workflow actions can be brought to the top level, with the less common actions available in the drop-down. See the section 'Customising the appearance and order of workflow transitions on the 'View Issue' page' from the workflow documentation.
