Cannot remove permission in Jira project's permission scheme

Summary
Trying to remove any of the permissions in a permission scheme does not work.
No errors are thrown in the UI or the logs.

Diagnosis
Looking at the HAR file shows the DELETE Request is being rejected

Firewall is blocking DELETE requests
Solution
Modify firewall policy to allow DELETE requests
