"Filter for this gadget could not be retrieved" error in Jira Dashboard

Summary
A Dashboard gadget isn't displaying and shows an error:
The filter configured for this gadget could not be retrieved. Please verify it is still valid on the issue navigator.
Change the filter from private to a different sharing level
Identify the filter in use for the gadget, then have the filter's owner change the filter from Private to another option.
- If the filter is set to Private, only the owner of the filter can alter the sharing level of the filter and data
- If the owner is no longer available or is a disabled user, use the Manage filters functionality to change the filter's owner
- Navigate to
Settings > System > Filters
- Locate the filter in question, then select ... (More options) > Change owner
Note: if the filter is deleted, a new filter query will need to be created.
