Development panel not showing in some Jira Cloud projects

Summary

Users can't see the development panel on the issues on some Jira projects even though they have the View development tools permission on these projects.

This can happen if the system field Development is not added to the issue layout on these projects.

Solution

Add the Development field to issue screens and layout

1. Navigate to the project and select Project settings

2. Under Issues, select Layout

3. Search for the Development field in the sidebar

4. Add the Development field to the issue layout
