Solution

For the existing ones, you would need to update them manually by the owners of the dashboard.

• Go to https://yourinstance.atlassian.net/jira/dashboards 
• Click on a dashboard (the owner should do) 
• Click on the ellipsis-h icon (...) and then choose "Edit and Share" 
• Change the permission.
