Solution
Enable or disable new issue search at the site level
Navigate to Jira Settings.
Go to Issues.
Select New issue search.
Follow the on-screen instructions to enable or disable the new issue search.
Enable or disable new issue search at the user level
Navigate to Filters.
Select View all issues.
Click on the three dots (•••) in the upper-right corner.
Select Switch to new issue search to enable or disable it.
