Issues are not created from emails being sent to a JIRA Mail Handler

  • Incoming mail handler stops processing if your default assignee does not have assignable user permission.

The following appears in the atlassian-jira.log:

On the Project Roles section, make sure that the Default Assignee is set to an Active user with Assign permissions.
