JIRA Agile throws object is null or undefined when loading the Getting Started page

Problem
After installing JIRA Agile and attempting to access the Getting Started page you are met with the error message "Exception unknown name resource:$URL$"
The following appears in the atlassian-jira.log
Exception: Unable to get value of the property 'ManageBoardsController': object is null or undefined
Diagnosis
Diagnostic Steps
- Confirm that JavaScript is enabled
- One way of doing that is using the following resource: http://javatester.org/javascript.html
Cause
- JavaScript is disabled
Resolution
- Enable JavaScript in the browser
