Summary

Jira fails to start up. The logs (specifically atlassian-jira.log) shows errors similar to the following:

JIRA-Bootstrap ERROR [c.a.jira.upgrade.PluginSystemLauncher] A fatal error occured during initialisation. JIRA has been locked.

Diagnosis

This is typically due to misconfiguration of a custom plugin. To allow Jira to start up and identify the problem plugin, 

  1. Stop Jira
  2. Rename the JIRA-HOME/plugins/installed-plugins folder to anything else
  3. Start Jira
  4. Add plugins back one-by-one, until the problem is reproduced

Cause

One known cause is wrong notation in the plugin's atlassian-plugin.xml file.

Solution

Check any custom-developed plugins for possible misconfigurations, and remove them until they have been tested and verified.
