Summary

If you're using Jira Cloud and you encounter the below error when trying to search for users or perform user-related actions:


Environment

Jira Cloud

Diagnosis

  • Running basic Jira cloud search results in this error. Advanced JQL search may not be impacted.

Cause

The issue occurs because the user does not have the global "Browse Users and Groups" permissions.

Solution

  1. Ensure the user belongs to at least one group that has the "Browse users and groups" global permission. You can validate the groups that have this permission granted here:

Jira settings under System > Global permissions > Browse users and groups

You may face this issue with provisioned/directory users as well if the user belongs to only directory synced groups and none of those groups has the Browse users and groups global permission granted.
