Permission needed for CSV bulk import without giving Org admin permissions to users

Summary

At times, we would like to allow non-admin users to use the Jira import functionality to import issues.

Synopsis

In Jira, the process of importing issues from an external system (like CSV files) does have a couple of permissions tied to it.

  1. Create Issue Project Permission: This allows users to create new issues within a specific project. If someone can't create issues in a project, it makes sense they can't import issues there either.
  2. Make Bulk Changes Global Permission: This is a global permission and allows users to use the bulk edit option in the issue navigator. This permission is also necessary for the CSV import via the issue navigator.

The “External System Import" is also part of global settings and is restricted to Administrator account only. Hence, at the moment, the user having create Issue project permission and the Make bulk changes global permission for the projects have ability to create issues via csv import option available in issue navigator.

Solution

  1. After providing the permissions above, open tickets in "Issue Navigator"
  2. Click on three dots on right top corner and select "Import issues from CSV"
Suggestion Request

Unfortunately, we don't have separate permissions for csv import feature available in issue navigator. It utilises the global bulk update permission and create issue permission to import issues. We do have below feature request raised for the same.
