Solution
The proforma-migrator is a system user related to the "atlassian-addons-project-access" and is associated with an update on the Formsadd-on and is being rolled out since February 8th, 2023.
Proforma was merged into native Jira functionality in 2022, and its functionality has been added to all Jira projects and automation rules. In order for customers to keep their older configurations during data migration from Jira Server/Data Center to Jira Cloud, Atlassian has rolled out an app to help the migration process for this data, named Proforma Migrator.
This user is added with the role "atlassian-addons-project-access" on all projects.
