Solution

The "Configuring an announcement banner" document – https://confluence.atlassian.com/adminjiraserver/configuring-an-announcement-banner-938846985.html -- incorrectly indicates the Jira Administrator can edit the announcement banner.

(error) It states: Note: For all of the following procedures, you must be logged in as a user with the JIra Administrators global permission.


(tick)The correct permissions level is Jira System Administrators global permissions. This is true as of Jira Release 8.11.


The "Configuring an announcement banner" document is currently being updated to reflect the change.


The reason for this change is increased security requirements starting in release 8.11.X.
