Unable to access Portal Customers list on site administration

This article will help you fix the following error when trying to access the Portal customers page on the site administration area:

We had trouble trying to fetch your customers. Refresh the page to try again.
Solution
The first option is to refresh the page, as the error could be a hiccup from the server. If the error message persists after refreshing, a likely cause is that the affected user does not have Jira administration permission.
To check this, go to the Product access page, and check the users in groups on Jira administration under the Administration access tab:
Only users with this access permission will have access to the Portal customers list. After adding the user to a group with administration access to Jira, they should be able to see the list of customers (it may take refreshing the page a couple of times).
Groups in Jira administration don't count toward your product license.
