Problem

When trying to manage permissions (Managing Global Permissions) you are unable to edit these permissions. 

Accessing this page shows links to "Configure permissions in user management" and clicking this link results in a 404 Error page: <base-url>/admin/accessconfig

Diagnosis

Environment

JIRA Server with data migrated from JIRA Cloud.

Cause

Permission Management has been configured by a specific Atlassian Cloud feature, which is not available on JIRA Server

Resolution

  1. Log into your JIRA Instance as a JIRA System Administrator
  2. Navigate to the page: <base-url>/SiteDarkFeatures!default.jspa

    • Note: The <base-url> is the url you use to access JIRA on your server.
  3. Disable the feature: com.atlassian.jira.config.CoreFeatures.PERMISSIONS_MANAGED_BY_UM
