Summary

If the Reporter field is not added to both the Edit and View screens for a project, Jira users cannot change the reporter of an issue even if they are granted the Modify Reporter permissions.

Confirm the project screens include the Reporter field

The Jira "View issue" screen uses the "Edit issue" screen configuration to make fields available for inline edits. If the reporter field is not present on the "Edit issue" screen, then the field will not be available for inline editing. Even users with the proper permissions will be unable to edit the field.

Adding the Reporter field to the screen

Screens are associated with projects and issue types using a screen scheme. You'll need to be sure you're editing the right screen based on the issue type where you're seeing the problem.

  1. Click Project Settings
  2. Click Issues > Screens
  3. Expand the screen scheme which includes your issue type, then click the linked text for the field used for the Edit Issue operation 
  4. Scroll to the bottom, and use the "Select Field..." dropdown to add the Reporter field

Now that the field can be edited, if you're still seeing issues, they may be with the project's Permission Scheme.

Confirm the project's permission scheme grants the "Modify Reporter" permission

  1. Click Project Settings
  2. Click Permissions
  3. Scroll to the Modify Reporter permission

This will indicate which users, project roles, and groups have been assigned permission to edit reporters on issues.

You can also check whether a specific user has the right permission using Jira's built-in Permission Helper.

Check a user's permission with Permission Helper

  1. Click the Administration Cog icon > System

  2. Click Admin Helper > Permission Helper

  3. Enter the name of the user whose permissions you want to check

    1. Leave this blank for anonymous users

  4. Enter the issue key you want to look into

    1. For example, the issue that the user cannot edit a reporter for

  5. Select the Modify Reporter permission

  6. Click Submit

With both of the above items confirmed, users will be able to edit reporters in your project's issues.
