Problem

Users created by the email handler do not receive issue creation notification.

Cause

There are at least two possible causes:

1. As a default, the new user will only be member of the jira-users group and depending on the Permission Scheme assigned to the Project these users may not be allowed to view the issue. Therefore, such users will not receive the notification from JIRA when an issue is created.
2. The "Notify users of their own changes?" User Preference is set to NO.

Resolution

1. In order for the Reporter role to receive the notification, you need to grant it Browse Project permission. For more information, please refer to the following documentation on Project permissions.
2. Ensure the User Preference for "Notify users of their own changes?" is set to YES.
