Attempt to create Meeting Notes in a space in Confluence Data Center fails with "Not Permitted" error

Summary

Attempting to create the "Meeting Notes" page in a Confluence space fails with the "Not Permitted" error. 

Environment

Confluence Server and Data Center

Diagnosis

Users can create blank pages or other templates without any issues.

Turning on Safe Mode doesn't help.

There are some restricted pages under the Space Tools > Permissions > Restricted Pages tab


Cause

One (or a few) of the existing restricted pages is causing the Meeting Notes creation to fail. 

Solution

Please ensure you create the proper backups of your instance and database, and stage the necessary tests before making changes to production.

Remove the page restrictions on this space either manually or using the guide – How to remove all restrictions from pages within a space

Flush the cache by navigating to the Confluence Admin > General Configuration > Cache Management > Flush All.
