Synopsis

Jira Service Management was initially designed for use as an internal user support tool. As such, users needed to be licensed and given full access to Jira applications. 

With Jira Service Management 2.0 and up, agent based pricing allows non-Jira users to create service project requests by email and the Customer Portal without counting towards your Jira application licenses.
