Change to email visibility settings on import

Hello Service Deskers,

This change has just landed on your site, or will be there in the next few days: If you are importing into JIRA Cloud, the importer will now set the email visibility setting (i.e. ability to see the email address of a user on their profile page) to "Show to logged in users only", if you had it set to "Show to logged in users only", "Public", or "Masked" in your original instance. 

Previously, the importer would set email visibility to "Show to logged in users only" if you had it set to "Show to logged in users only" or "Public".
