You can turn on and configure issue linking by following our documentation. You can configure any types of links that you want (blockers, duplicates, etc.).

Use the conditions within a workflow to build dependencies (for example, a parent task cannot be closed unless it's subtasks are all closed). There are several other plugins that go beyond the conditions within a workflow in JIRA.
