Links in Confluence notation are denoted by square brackets.

To link to a webpage outside confluence, just put that page's URL inside square brackets, with or without a link title, like this:

http://www.atlassian.com/software/confluence

Confluence will also try to find URLs within the text of the page and convert them into links, but (as you can see from the example above) it can have trouble separating the link from its surrounding text, especially when punctuation is involved. Putting the link inside square brackets will ensure that it is interpreted the right way.
