Solution
Use the below steps to assign Browse users and Groups global permission to the Project Administrator:
Choose Settings (Cog Wheel) > System > Click Global Permissions.
Scroll to the bottom of the page to find the Add Permission section.
Select the permission Browse users and groups in the Permission dropdown.
In the Group drop-down list, select the group that Project Administrator is added to and click Add
Alternatively, add the Project Administrator to one of the user groups that has Browse users and groups permission. For this, check the Update group membership section in Managing groups page or the To add users to a group section in Edit a group page.
