Daylight savings time are not being reflected in Jira Cloud.

Summary

When using GMT timezone settings in Jira Cloud, Daylight savings time is not being reflected. 

Diagnosis

You can view default user time zone by navigating to Viewing System → General Configuration → Time Zone → Default user time zone.

When set to Region GMT, daylight savings changes are not reflected. 

If you change these settings to a geographic location(Vancouver for example) daylight savings will be accurate. 

Cause

GMT offset is a standard value that will always be what is set. For example, GMT -7 will always be -7 from GMT particular time zone and UTC. 

However, using a specific region location will be accurate to the daylight savings. 

 (warning) The system will adjust to the correct time despite the GMT offset displaying before the location name in the list. 

Users are able to override the default user time zone by setting the timezone in their profile.

Solution

Navigate to General Configuration → Time Zone → Default user time zone and set the timezone to a specific region location that matches your current time.
